Airbrush effect
Are there any effects that can give an image an airbrush look to it?
Whether you think you can or doubt you can, you're probably right.

hmmm I can think of a few, do have an example of what your tryin' to do?

That's what is called cross processing....(assuming your talking about the people/redtones).

yes, I did the above example in Corel PhotoPaint.
It's not hard. - In Photopaint > adjust > channel mixer
you can also add a little gaussian blur
