Select the wand tool in bitmap tool bar.
Click on the white ( or unwanted ) area of your image.
You now should have something that resembles the pic below
with the mask ( marquee ) blinking to indicate it’s there

Under the “Bitmap” menu find “Convert Marquee to Shape” -

this converts the entire mask ( marquee ) to a combined or compound vector, shown here in black, we then need to break it apart.

Right click on it to bring up the menu and at the bottom you see “Uncompound” select that.

OOPS everything went dark...ok not really select JUST THE SQUARE and delete it. You’ll find you inner vector still there.

We’ll use this to create an offset and finally a contour.
Select it and create an outline.

Then “separate” that, you can delete the inner.

Select whats left, (red part here) go to “Arrange” up top and then "Contour Cut" and finally “Make Contour”.

There are other things like masking the holes and wand tolerance I didn't want to get into....but this should get anyone started.
